Why Don't We Ask the Afghanis What THEY Want?

Many in Afghanistan oppose Obama's troop buildup plans

Frustration and fear is sparking opposition to plans that would nearly double the size of US forces there.

Kabul, Afghanistan - Parliamentarian Shukria Barakzai says she has an innovative amendment to Washington's planned injection of up to 30,000 new troops here.

"Send us 30,000 scholars instead. Or 30,000 engineers. But don't send more troops – it will just bring more violence."

Ms. Barakzai is among the growing number of Afghans – especially in the Pashtun south – who oppose a troop increase here, posing what could be the biggest challenge to the Obama administration's stabilization strategy.

"At least half the country is deeply suspicious of the new troops," says Kabul-based political analyst Waheed Muzjda. "The US will have to wage an intense hearts-and-minds campaign to turn this situation around."

The lack of public support could provide fertile recruiting ground for the Taliban and hinder US operations, Mr. Muzjda says.

After a year that saw the highest number of civilian and troop casualties since the war began in 2001, officials in Washington recently pledged to send 17,000 soldiers to stem the growing violence. The move has broad support among the American public – a recent ABC News/Washington Post poll found that 64 percent back the new deployments.

Much of the Afghan opposition comes from provinces dominated by the Pashtun ethnic group, which include areas that have seen the most fighting and where the new troops will be deployed. A group of 50 mostly Pashtun members of parliament recently formed a working group aimed at blocking the arrival of new troops and pushing for a bilateral military agreement between Kabul and Washington, which currently does not exist.

Pashtun support is crucial

Although any proposed legislation or motion condemning the troop increase would be purely symbolic – the Afghan government does not have direct say over the operations of Western forces – observers say that the development is an important gauge of public opinion in Pashtun areas.

Dozens of interviews with tribal elders, parliamentarians who are not part of the working group, and locals in Pashtun areas have revealed similar sentiments.

"I can't find a single man in the entire province who is in favor of more troops," says Awal Khan, a tribal leader from Logar province, just south of Kabul. "They don't respect our tradition, culture, or religion."

"The majority of my people disagree with this increase," says Hanif Shah Hosseini, an MP from Khost province who is not part of the working group. "More troops won't bring more security, just an increase in the fighting."

US supporters targeted

Many cite civilian casualties and house raids as the main reason for their opposition. Recently in Logar, armed locals blocked the highway into Kabul for hours, in protest of a night raid where US forces killed one and detained three others. According to local reports, the nearly 2,000 protestors burned tires and chanted anti-US slogans.

In Kandahar Province, villagers recently placed the bodies of two children who were killed by mines in front of a government office, shouting anti-Western slogans. They alleged that unexploded Canadian ordnance killed the children.

Many locals also fear the reprisals of the Taliban in areas where troops operate. Recently in Wardak Province, locals saw two boys practicing their fledgling English with American soldiers who were passing by. The Taliban later executed the children, accusing them of being spies.

Some feel that the US should focus its efforts solely on reconstruction and the building of Afghan security forces. "The Americans spend thousands of dollars every month on a single soldier," says Khost MP Mr. Hosseini. "With this huge amount of money, they can train our soldiers more effectively."

Others say that if the troops must come, they should coordinate with the Afghan government. "Without such coordination, I don't think sending more troops will change anything," says Kandahar tribal leader Agha Lalai Dastageri.

He adds that if troops were under the control of the Afghan government, they would be deployed near the Pakistani border and away from populated areas, diminishing the chance of civilian casualties. Many Afghans believe that the source of insecurity partly lies in Pakistan, where the leadership of the insurgency allegedly takes refuge, and that policing the border will improve security throughout Afghanistan.

American military officials say that although the goal is to eventually transfer all security responsibilities to Afghans, troops are still needed now for development and security. "Our intent is to use the troops to secure rural areas," says Capt. Elizabeth Mathias, spokeswoman for US forces in Afghanistan. "The Afghans are showing great promise, but they need us here for now."

Snowmelt ups urgency

The injection of forces still enjoys support outside the Pashtun belt. Other ethnic groups, such as the Tajiks and the Hezaras, who predominantly hail from the country's relatively peaceful north and west, back the notion. "We need these troops to strengthen security in the unstable provinces," says Mirwais Yassini, chair of the Afghan Parliament and a Tajik. "We also need them [to provide security] for the upcoming presidential elections."

Support for more troops is higher in the non-Pashtun areas because residents there have experienced less violence, and because they may view US forces as a buffer between them and the Taliban, analysts say. The memory of the Taliban's harsh rule is still fresh in many non-Pashtun communities, who suffered greatly during that time.

But winning support in the rural Pashtun villages, where the war is being fought, is crucial for the plan, analysts say. Development will be a key component to this war. Military planners intend to continue focusing on projects meant to boost economic activity, which they say will show locals the benefits of US presence in the region.

"A couple of months ago Arghasan district in Kandahar was controlled by insurgents," says Kandahar provincial council member Hajji Qasim. "But ever since USAID started a road project there, the economic situation improved and the insurgency lost influence."

Military officials say that such development projects can only succeed if they are accompanied by a corresponding troop increase, since insurgents often attack reconstruction teams.

Officials in Washington and Pashtun villagers agree on one thing: They expect the violence to increase this summer as the new forces attempt to root out insurgent strongholds.

"I know once the snows melt, things will start to get much worse," Logar resident Nasar Ahmad says. "The fighting will be intense, and a lot of us villagers are talking about fleeing to Kabul."

"We are worried our families will be caught in the middle," he adds.

Bush/Cheney : The Makeover and the Two Myths


Torture saved us and the surge worked. Not.

As George W. Bush and Dick Cheney make their case for some positive legacy from the past eight years, two arguments are playing key roles: the notion that torturing terror suspects saved American lives and the belief that Bush’s Iraq troop “surge” transformed a disaster into something close to “victory.”

Not only will these twin arguments be important in defining the public’s future impression of where Bush should rank on the presidential list, but they could constrain how far President Barack Obama can go in reversing these policies. In other words, the perception of the past can affect the future.

Though most current thinking holds that George W. Bush might want to trademark the slogan “Worst President Ever,” America's powerful right-wing media (and its many allies in the mainstream press) will surely seek to rehabilitate Bush’s reputation as much as possible.

Even elevating Bush to the status of a presidential mediocrity might open the door for a revival of the Bush Dynasty with brother Jeb already eyeing one of Florida’s U.S. Senate seats and possibly harboring grander ambitions.

And even if another Bush in the White House is not realistic, a kinder-gentler judgment on George W. Bush at least could help the Republican Party rebound in 2010 and 2012. So evaluating the Bush-Cheney torture policies and how successful the “surge” are not just academic exercises.

Two recent articles by people with first-hand knowledge also shed important new light on these issues: one by a lead U.S. interrogator in Iraq and the other by former Defense Secretary Donald Rumsfeld.

The interrogator – using the pseudonym “Matthew Alexander” for an article in the Washington Post’s Outlook section on Nov. 30 – wrote that the practice of humiliating and abusing prisoners had proved counterproductive, not only violating U.S. principles and failing to extract reliable intelligence but fueling the Iraqi insurgency and getting large numbers of U.S. soldiers killed.

Indeed, “Alexander,” a U.S. Air Force special operations officer, argued that it was his team’s abandonment of those harsh tactics that contributed to the tracking down and killing of the murderous al-Qaeda in Iraq leader Abu Musab al-Zarqawi in June 2006, an important turning point in reducing levels of violence in Iraq.

“Alexander” said he arrived in Iraq in March 2006, amid the bloody civil war that Sunni extremist Zarqawi had helped provoke a month earlier with the bombing of the golden-domed Askariya mosque in Samarra, a shrine revered by Iraq's majority Shiites.

“Amid the chaos, four other Air Force criminal investigators and I joined an elite team of interrogators attempting to locate Zarqawi,” he wrote. “What I soon discovered about our methods astonished me. The Army was still conducting interrogations according to the Guantanamo Bay model. … These interrogations were based on fear and control; they often resulted in torture and abuse.

“I refused to participate in such practices, and a month later, I extended that prohibition to the team of interrogators I was assigned to lead. I taught the members of my unit a new methodology -- one based on building rapport with suspects, showing cultural understanding and using good old-fashioned brainpower to tease out information.”

Breakthroughs

By getting to know the captives and negotiating with them, his team achieved breakthroughs that enabled the U.S. military to close in on Zarqawi while also gaining a deeper understanding of what drove the Iraqi insurgency, “Alexander” wrote.

“Over the course of this renaissance in interrogation tactics, our attitudes changed. We no longer saw our prisoners as the stereotypical al-Qaeda evildoers we had been repeatedly briefed to expect; we saw them as Sunni Iraqis, often family men protecting themselves from Shiite militias and trying to ensure that their fellow Sunnis would still have some access to wealth and power in the new Iraq.

“Most surprisingly, they turned out to despise al-Qaeda in Iraq as much as they despised us, but Zarqawi and his thugs were willing to provide them with arms and money,” the interrogator wrote, noting that this understanding played a key role in the U.S. military turning many Sunnis against the hyper-violent extremism of Zarqawi’s organization.

“Alexander” added that the new interrogation methods “convinced one of Zarqawi's associates to give up the al-Qaeda in Iraq leader's location. On June 8, 2006, U.S. warplanes dropped two 500-pound bombs on a house where Zarqawi was meeting with other insurgent leaders.”

Despite the success in killing Zarqawi, “Alexander” said the old, harsh interrogation methods continued. “I came home from Iraq feeling as if my mission was far from accomplished,” he wrote. “Soon after my return, the public learned that another part of our government, the CIA, had repeatedly used waterboarding to try to get information out of detainees.”

“Alexander” found that the engrained support for using “rough stuff” against hardened jihadists was difficult to overcome despite the successes from more subtle approaches.

“We turned several hard cases, including some foreign fighters, by using our new techniques,” he wrote. “A few of them never abandoned the jihadist cause but still gave up critical information. One actually told me, ‘I thought you would torture me, and when you didn't, I decided that everything I was told about Americans was wrong. That's why I decided to cooperate.’"

From hundreds of these interrogations, “Alexander” said he learned that the images from Guantanamo Bay and Abu Ghraib were actually getting American soldiers killed by drawing angry young Arabs into the Iraq War.

“Torture and abuse cost American lives,” the interrogator wrote. “I learned in Iraq that the No. 1 reason foreign fighters flocked there to fight were the abuses carried out at Abu Ghraib and Guantanamo. Our policy of torture was directly and swiftly recruiting fighters for al-Qaeda in Iraq. The large majority of suicide bombings in Iraq are still carried out by these foreigners. They are also involved in most of the attacks on U.S. and coalition forces in Iraq.

“It's no exaggeration to say that at least half of our losses and casualties in that country have come at the hands of foreigners who joined the fray because of our program of detainee abuse. The number of U.S. soldiers who have died because of our torture policy will never be definitively known, but it is fair to say that it is close to the number of lives lost on Sept. 11, 2001.

"How anyone can say that torture keeps Americans safe is beyond me -- unless you don't count American soldiers as Americans.”

Nevertheless, in a series of candid “exit interviews,” Vice President Cheney – and to a lesser degree President Bush – have defended their actions that included sanctioning brutal methods of interrogation, such as the simulated drowning of “waterboarding.” [See Consortiumnews.com’s “Cheney Defends Waterboarding Order.”]

The ‘Surge’

To this day, the belief that subjecting “bad guys” to physical and psychological abuse makes them crack -- and thus saves American lives -- remains a central myth that the departing Bush administration won’t abandon. A parallel myth is the notion of the “successful surge.”

It holds that Bush’s brave decision to go against the prevailing political winds in early 2007 and escalate U.S. military involvement in Iraq – with a 30,000-troop “surge” – saved the day. News stories and opinion articles across the U.S. news media, including the New York Times and the Washington Post, have transformed this argument into “conventional wisdom.”

However, as we have pointed out in other stories, the reality is far more complex, with several other key reasons contributing to the drop in Iraqi violence, many predating or unrelated to the “surge,” including:

--The decision by Sunni tribes to turn against al-Qaeda and accept U.S. financial support, the so-called “Anbar Awakening” that began in 2006. Zarqawi’s extremism contributed to this shift, which in turn was a factor in his isolation and death in June 2006.

--Vicious ethnic cleansing had separated Sunnis and Shiites to such a degree that there were fewer targets to kill. Several million Iraqis fled as refugees either into neighboring countries or within their own.

--Concrete walls built between Sunni and Shiite areas made “death-squad” raids more difficult but also “cantonized” much of Baghdad and other Iraqi cities, making everyday life for Iraqis even more exhausting as they sought food or traveled to work.

--An expanded U.S. policy of rounding up so-called “military age males” locked up tens of thousands in prison.

--Awesome U.S. firepower, concentrated on Iraqi insurgents and civilian bystanders for more than five years, had slaughtered countless thousands of Iraqis and intimidated many others to look simply to their own survival.

--With the total Iraqi death toll estimated in the hundreds of thousands and many more Iraqis horribly maimed, the society was deeply traumatized. As tyrants have learned throughout history, at some point violent repression does work.
However, in Washington political circles, it was all about the “successful surge.”

There also was little concern about the 1,000 additional U.S. soldiers who have died in Iraq since President Bush started the “surge” in 2007. The Americans killed during the “surge” represent roughly one-quarter of the total war dead whose numbers have now passed the 4,200 mark.

Rumsfeld’s Doubts

Surprisingly to some Iraq War critics, one of the chief obstacles to Bush’s “surge” was the widely despised Defense Secretary, Donald Rumsfeld, who – in fall 2006 – pushed for a strategy that would have slashed the U.S. military presence in Iraq dramatically by mid-2007.

On Nov. 6, 2006, Rumsfeld sent a memo to the White House, in which he listed his preferred – or “above the line” – options as "an accelerated drawdown of U.S. bases … to five by July 2007" and withdrawal of U.S. forces "from vulnerable positions — cities, patrolling, etc. … so the Iraqis know they have to pull up their socks, step up and take responsibility for their country."

Two days later, Rumsfeld was forced to submit his resignation and Bush announced Robert Gates as the new Defense Secretary. Not aware of Rumsfeld’s memo, Washington pundits and many leading Democrats misinterpreted the personnel shift as a reaction to the Democratic congressional election victory on Nov. 7, 2006.

The consensus view was that the “realist” Gates would oversee a rapid U.S. military drawdown in Iraq. However, the opposite occurred. Gates became Bush’s front man for the “surge.” [For details, see Consortiumnews.com’s “Robert Gates: As Bad as Rumsfeld?”]

The subsequent conventional wisdom about the “successful surge” catapulted Gates from the ranks of the departing Bush administration into those of the arriving Obama administration, where he will remain Defense Secretary.

On Nov. 23, 2008, less than three weeks after Obama’s Nov. 4 election victory as it was becoming clear that Obama would retain Gates, Rumsfeld shed more light on his own Iraq War strategy in an op-ed for the New York Times.

While bowing to the prevailing conventional wisdom about the “successful surge,” Rumsfeld defended his pre-surge thinking, explaining that a number of factors had set up the “tipping point” that enabled the “surge” to be successful.

Though using more positive language about those preconditions (than we did), Rumsfeld made essentially the same points, adding that previous increases in U.S. troop levels – to numbers comparable to the “surge” levels – had achieved minimal effect in containing the violence.
“As one who is occasionally — and incorrectly — portrayed as an opponent of the surge in Iraq, I believe that while the surge has been effective in Iraq, we must also recognize the conditions that made it successful,” Rumsfeld wrote.

“By early 2007, several years of struggle had created the new conditions for a tipping point:

“--Al Qaeda in Iraq’s campaign of terrorism and intimidation had turned its Sunni base of support against it. The result was the so-called Anbar Awakening in the late summer of 2006, followed by similar awakening movements across Iraq.

“--From 2003 through 2006, United States military forces, under the leadership of Gen. John Abizaid and Gen. George Casey, inflicted huge losses on the Baathist and Qaeda leadership. Many thousands of insurgents, including the Qaeda chief in Iraq, Abu Musab al-Zarqawi, were captured or killed and proved difficult to replace.

“--The Iraqi Security Forces had achieved cohesion, improved operational effectiveness and critical mass. By December 2006, some 320,000 Iraqis had been trained, equipped and deployed, producing the forces necessary to help hold difficult neighborhoods against the enemy. By 2007, the surge, for most Iraqis, could have an Iraqi face.

“--And the political scene in Iraq had shifted. Moktada al-Sadr, the firebrand cleric, declared a cease-fire in February 2007. The government of Prime Minister Nuri Kamal al-Maliki, seated in May 2006, moved against militias and Iranian-backed militias and has imperfectly, but notably, rejected narrow sectarian policies.

“The best indication that timing is everything may be that there had been earlier surges without the same effect as the 2007 surge. In 2005, troop levels in Iraq were increased to numbers nearly equal to the 2007 surge — twice. But the effects were not as durable because large segments of the Sunni population were still providing sanctuary to insurgents, and Iraq’s security forces were not sufficiently capable or large enough.”
In other words, even Rumsfeld would agree that the simplistic conventional wisdom of Washington – that Bush’s “surge” turned everything around and that everyone, including Barack Obama, must accept that “fact” – doesn’t square with the more complex reality.

Still, as Americans should have learned over the past three decades of image-managing – from Ronald Reagan to Karl Rove – perceptions can be a powerful thing. Perception may not be the same as reality but it can become a very dangerous substitute both in defining the present and charting the future.

The Nonexistent Good News from Baghdad

Wrecked Iraq: What the Good News from Iraq Really Means

As the Smoke Clears in Iraq: Even before the spectacular presidential election campaign became a national obsession, and the worst economic crisis since the Great Depression crowded out other news, coverage of the Iraq War had dwindled to next to nothing. National newspapers had long since discontinued their daily feasts of multiple -- usually front page – reports on the country, replacing them with meager meals of mostly inside-the-fold summary stories. On broadcast and cable TV channels, where violence in Iraq had once been the nightly lead, whole news cycles went by without a mention of the war.

The tone of the coverage also changed. The powerful reports of desperate battles and miserable Iraqis disappeared. There are still occasional stories about high-profile bombings or military campaigns in obscure places, but the bulk of the news is about quiescence in old hot spots, political maneuvering by Iraqi factions, and the newly emerging routines of ordinary life.

A typical "return to normal life" piece appeared October 11th in the New York Times under the headline, "Schools Open, and the First Test is Iraqi Safety." Featured was a Baghdad schoolteacher welcoming her students by assuring them that "security has returned to Baghdad, city of peace."

Even as his report began, though, Times reporter Sam Dagher hedged the "return to normal" theme. Here was his first paragraph in full:

"On the first day of school, 10-year-old Basma Osama looked uneasy standing in formation under an already stifling morning sun. She and dozens of schoolmates listened to a teacher's pep talk -- probably a necessary one, given the barren and garbage-strewn playground."

This glimpse of the degraded conditions at one Baghdad public school, amplified in the body of Dagher's article by other examples, is symptomatic of the larger reality in Iraq. In a sense, the (often exaggerated) decline in violence in that country has allowed foreign reporters to move around enough to report on the real conditions facing Iraqis, and so should have provided U.S. readers with a far fuller picture of the devastation George Bush's war wrought.

In reality, though, since there are far fewer foreign reporters moving around a quieter Iraq, far less news is coming out of that wrecked land. The major newspapers and networks have drastically reduced their staffs there and -- with a relative trickle of exceptions like Dagher's fine report -- what's left is often little more than a collection of pronouncements from the U.S. military, or Iraqi and American political leaders in Baghdad and Washington, framing the American public's image of the situation there.

In addition, the devastation that is now Iraq is not of a kind that can always be easily explained in a short report, nor for that matter is it any longer easily repaired. In many cities, an American reliance on artillery and air power during the worst days of fighting helped devastate the Iraqi infrastructure. Political and economic changes imposed by the American occupation did damage of another kind, often depriving Iraqis not just of their livelihoods but of the very tools they would now need to launch a major reconstruction effort in their own country.

As a consequence, what was once the most advanced Middle Eastern society -- economically, socially, and technologically -- has become an economic basket case, rivaling the most desperate countries in the world. Only the (as yet unfulfilled) promise of oil riches, which probably cannot be effectively accessed or used until U.S. forces withdraw from the country, provides a glimmer of hope that Iraq will someday lift itself out of the abyss into which the U.S. invasion pushed it.

Consider only a small sampling of the devastation.

The Economy: Fundamental to the American occupation was the desire to annihilate Saddam Hussein's Baathist state apparatus and the economic system it commanded. A key aspect of this was the closing down of the vast majority of state-owned economic enterprises (with the exception of those involved in oil extraction and electrical generation).

In all, 192 establishments, adding up to 35% of the Iraqi economy, were shuttered in the summer and fall of 2003. These included basic manufacturing processes like leather tanning and tractor assembly that supplied other sectors, transportation firms that dominated national commerce, and maintenance enterprises that housed virtually all the technicians and engineers qualified to service the electrical, water, oil, and other infrastructural systems in the country.

Justified as the way to bring a modern free-enterprise system to backward Iraq, this draconian program was put in place by the President's proconsul in Baghdad, L. Paul Bremer III. The result? An immediate depression that only deepened in the years to follow.

One measure of this policy's impact can be found in the demise of the leather goods industry, a key pre-invasion sector of Iraq's non-petroleum economy. When a government-owned tanning operation, which all by itself employed 30,000 workers and supplied leather to an entire industry, was shuttered in late 2003, it deprived shoe-makers and other leather goods establishments of their key resource. Within a year, employment in the industry had dropped from 200,000 workers to a mere 20,000.

By the time Bremer left Iraq in the spring of 2004, the inhabitants of many cities faced 60% unemployment. Meanwhile, the country's agriculture, a key component of its economy, was also victimized by the dismantling of government establishments and services. The lush farming areas between the Tigris and Euphrates rivers suffered badly. The once-thriving date palm industry was a typical casualty. It suffered deadly infestations of pests when the occupation eliminated a government-run insecticide spraying program. Even oil refinery-based industrial towns like Baiji became cities of slums when plants devoted to non-petroleum activities were shuttered.

This economic devastation fueled the insurgency by generating desperation, anger, and willing recruits. The explosion of resistance, in turn, tended to obscure -- at least for western news services -- the desperate circumstances under which ordinary Iraqis labored.

As violence has subsided in Baghdad and elsewhere, demands for relief have come to the fore. These are not easily answered by a still largely non-functional central government in Baghdad whose administrative and economic apparatus was long ago dismantled, and many of whose key technical personnel had fled into exile. Meanwhile, in early 2006, the American occupation declared that further reconstruction work would be the responsibility of Iraqis. It is not clear into what channels the growing discontent over an economy that remains largely in the tank and a government that still cannot deliver ordinary services will flow.

Electricity: A critical factor in Iraq's collapse has been its decaying electrical grid. In areas where the insurgency raged, facilities involved in producing and transmitting electricity were targeted, both by the insurgents and U.S. forces, each trying to deprive the other of needed resources. In addition, Bremer eliminated the government-owned maintenance and engineering enterprises that had been holding the electrical system together ever since the U.N. sanctions regime after the 1991 Gulf War deprived Iraq of material needed to repair and upgrade its facilities. Maintenance and replacement contracts were given instead to multinational companies with little knowledge of the existing system and -- due to cost-plus contracting -- every incentive to replace facilities with their own proprietary technology. In the meantime, many Iraqi technicians left the country.

The successor Iraqi governments, deprived of the capacity to manage the system's reconstruction, continued the U.S. occupation policy of contracting with foreign companies. Even in areas of the country relatively unaffected by the fighting, those companies did the lucrative thing, replacing entire sections of the electric grid, often with inappropriate but exquisitely expensive equipment and technology.

A combination of factors -- including pressure from the insurgency, the soaring costs of security, and an almost unparalleled record of endemic waste and corruption -- led to costs well beyond those originally offered for the already overpriced projects. Many were then abandoned before completion as funding ran out. Completed projects were often shabbily done and just as often proved incompatible with existing facilities, introducing new inefficiencies.

In one altogether-too-typical case, Bechtel installed 26 natural gas turbines in areas where no natural gas was available. The turbines were then converted to oil, which reduced their capacity by 50% and led to a rapid sludge build-up in the equipment requiring expensive maintenance no Iraqi technicians had been trained to perform. In location after location, the turbines became inoperative.

Even before the invasion, the decrepit electrical system could not meet national demand. No province had uninterrupted service and certain areas had far less than 12 hours of service per day. The vast investments by the occupation and its successor regimes have increased electrical capacity since the invasion of 2003, but these gains have not come close to keeping up with skyrocketing demand created by the presence of hundreds of thousands of troops, private security personnel, and occupation officials, as well as by the introduction of all manner of electronic devices and products in the post-invasion period. Recent U.N. reports indicate that, in the last year, electrical capacity has slipped to less than half of demand. With priority going to military and government operations, many Baghdad neighborhoods experience less than two hours of publicly provided electricity a day, forcing citizens and business enterprises to utilize expensive and polluting gasoline generators.

In spring of this year, 81% of Iraqis reported that they had experienced inadequate electricity in the previous month. During the heat of summer and the cold of winter, these shortages create real health emergencies.

In 2004, the U.N. estimated that $20 billion in reconstruction funds would be needed for a fully operative electrical grid. The estimates now range from $40 billion to $80 billion.

Water: The Tigris and Euphrates rivers, which flow through the country from the northwest to the southeast, have since time immemorial irrigated the rich farming land that lay between them, nurtured the fish that are a staple of the Iraqi diet, and provided water for animal and human consumption. American-style warfare, with its reliance on tank, artillery, and air power, often resulted in the cratering of streets in upstream Sunni cities like Tal Afar, Falluja, and Samarra where the insurgency was strongest. One result was the wrecking of already weakened underground sewage systems. In the Sadr City section of Baghdad, for instance, where much fighting has taken place and American air power was called in regularly, there is now a lake of sewage clearly visible on satellite photographs.

The ultimate destination of significant parts of the filth from devastated sewage systems was the two rivers. Five years worth of such waste flowing through the streets and into those rivers has left them thoroughly contaminated. Their water can no longer be safely drunk by humans or animals, the remaining fish cannot be safely eaten, and the contaminated water reportedly withers the crops it irrigates.

Iraq's never-adequate water purification system has proven woefully insufficient to handle this massive flow of contamination, while inadequate electric supplies insure that the country's few functional purification plants are less than effective.

In many cities, the sewage system must be entirely reconstructed, but repairs cannot even begin without a viable electrical system, a reinvigorated engineering and construction sector, and a government capable of marshalling these resources. None of these prerequisites currently exist.



Schools: Education has been a victim of all the various pathologies current in Iraqi society. During the initial invasion, the U.S. military often commandeered schools as forward bases, attracted by their well-defined perimeters, open spaces for vehicles, and many rooms for offices and barracks. Two incidents in which American gunfire from an occupied elementary school killed Iraqi civilians in the conservative Sunni city of Falluja may have been the literal sparks that started the insurgency. Many schools would subsequently be rendered uninhabitable by destructive battles fought in or near them.

Under the U.S. occupation's de-Baathification policy, thousands of teachers who belonged to the Baath Party were fired, leaving hundreds of thousands of students teacherless. In addition, the shuttering of government enterprises deprived the schools of supplies -- including books and teaching materials -- as well as urgently needed maintenance.

The American solution, as with the electric grid, was to hire multinational firms to repair the schools and rehabilitate school systems. The result was an orgy of corruption accompanied by very little practical aid. Local school officials complained that facilities with no windows, heating, or toilet facilities were repainted and declared fit for use.

The dwindling central government presence made schools inviting arenas for sectarian conflict, with administrators, teachers, and especially college professors removed, kidnapped, or assassinated for ideological reasons. This, in turn, stimulated a mass exodus of teachers, intellectuals, and scientists from the country, removing precious human capital essential for future reconstruction.

Finally, in Baghdad, the U.S. military began installing ten-foot tall cement walls around scores of communities and neighborhoods to wall off participants in the sectarian violence. As a result, schoolchildren were often separated from their schools, reducing attendance at the few intact facilities to those students who happened to live within the imprisoning walls.

This fall, as some of these walls were dismantled, residents discovered that many of the schools were virtually unusable. The Times's Dagher offered a vivid description, for instance, of a school in the Dolaie neighborhood which "is falling apart, and overwhelmed by the children of almost 4,000 Shiite refugee families who have settled in the Chukouk camp nearby. The roof is caving in, classroom floors and hallways are stripped bare, and in the playground a pile of burnt trash was smoldering."

The Dysfunctional Society: Much has been made in the U.S. presidential campaign of the $70 billion oil surplus the Iraqi government built up in these last years as oil prices soared. In actuality, most of it is currently being held in American financial institutions, with various American politicians threatening to confiscate it if it is not constructively spent. Yet even this bounty reflects the devastation of the war.

De-Baathification and subsequent chaos rendered the Iraqi government incapable of effectively administering projects that lay outside the fortified, American-controlled Green Zone in the heart of Baghdad. A vast flight of the educated class to Syria, Jordan, and other countries also deprived it of the managers and technicians needed to undertake serious reconstruction on a large scale.

As a consequence, less than 25% of the funds budgeted for facility construction and reconstruction last year were even spent. Some government ministries spent less than 1% of their allocations. In the meantime, the large oil surpluses have become magnets for massive governmental corruption, further infuriating frustrated citizens who, after five years, still often lack the most basic services. Transparency International's 2008 "corruption perceptions index" listed Iraq as tied for 178th place among the 180 countries evaluated.

The Iraq that has emerged from the American invasion and occupation is now a thoroughly wrecked land, housing a largely dysfunctional society. More than a million Iraqis may have died; millions have fled their homes; many millions of others have been scarred by war, insurgency and counterinsurgency operations, extreme sectarian violence, and soaring levels of common criminality. Education and medical systems have essentially collapsed and, even today, with every kind of violence in decline, Iraq remains one of the most dangerous societies on earth.

As its crisis deepened, the various areas of social and technical devastation became ever more entwined, reinforcing one another. The country's degraded sewage and water systems, for example, have spawned two consecutive years of widespread cholera. It seems likely that this year, the disease will only subside when the cold weather makes further contagion impossible, but this "solution" also guarantees its reoccurrence each year until water purification systems are rebuilt.

In the meantime, cholera victims cannot rely on Iraq's once vaunted medical system, since two-thirds of the country's doctors have fled, its hospitals are often in a state of advanced decay and disrepair, drugs remain scarce, and equipment, if available at all, is outdated. The rebuilding of the water and medical systems, however, cannot get fully underway unless the electrical system is restored to reasonable shape. Repair of the electrical grid awaits a reliable oil and gas pipeline system to provide fuel for generators, and this cannot be constructed without the expertise of technicians who have left the country, or newly trained specialists that the educational system is now incapable of producing. And so it goes.

On a daily basis, this cauldron of misery renews powerful feelings of discontent, which explains why American military leaders regularly insist that the country's current relative quiescence is, at best, "fragile." They believe only the most minimal reductions in U.S. forces in Iraq (still hovering at close to 150,000 troops) are advisable.

Even if Washington prefers to ignore Iraqi realities, military officials working close to the ground know that the country's state of disrepair, and an inability to deal with it in any reasonably prompt way, leaves a population in steaming discontent. At any moment, this could explode in further sectarian violence or yet another violent effort to expel the U.S. forces from the country.

Study Of Satellite Imagery Casts Doubt On Surge's Success In Baghdad

By tracking the amount of light emitted by Baghdad neighborhoods at night, a team of UCLA geographers has uncovered fresh evidence that last year's U.S. troop surge in Iraq may not have been as effective at improving security as some U.S. officials have maintained.

Night light in neighborhoods populated primarily by embattled Sunni residents declined dramatically just before the February 2007 surge and never returned, suggesting that ethnic cleansing by rival Shiites may have been largely responsible for the decrease in violence for which the U.S. military has claimed credit, the team reports in a new study based on publicly available satellite imagery.

"Essentially, our interpretation is that violence has declined in Baghdad because of intercommunal violence that reached a climax as the surge was beginning," said lead author John Agnew, a UCLA professor of geography and authority on ethnic conflict. "By the launch of the surge, many of the targets of conflict had either been killed or fled the country, and they turned off the lights when they left."

The night-light signature in four other large Iraqi cities — Kirkuk, Mosul, Tikrit and Karbala — held steady or increased between the spring of 2006 and the winter of 2007, the UCLA team found. None of these cities were targets of the surge.

Baghdad's decreases were centered in the southwestern Sunni strongholds of East and West Rashid, where the light signature dropped 57 percent and 80 percent, respectively, during the same period.

By contrast, the night-light signature in the notoriously impoverished, Shiite-dominated Sadr City remained constant, as it did in the American-dominated Green Zone. Light actually increased in Shiite-dominated New Baghdad, the researchers found.

Until just before the surge, the night-light signature of Baghdad had been steadily increasing overall, they report in "Baghdad Nights: Evaluating the U.S. Military 'Surge' Using Night Light Signatures."

"If the surge had truly 'worked,' we would expect to see a steady increase in night-light output over time, as electrical infrastructure continued to be repaired and restored, with little discrimination across neighborhoods," said co-author Thomas Gillespie, an associate professor of geography at UCLA. "Instead, we found that the night-light signature diminished in only in certain neighborhoods, and the pattern appears to be associated with ethno-sectarian violence and neighborhood ethnic cleansing."

The effectiveness of the February 2007 deployment of 30,000 additional U.S. troops has been a subject of debate. In a report to Congress in September of that year, Gen. David Petraeus claimed "the military objectives of the surge are, in large measure, being met." However, a report the same month by an independent military commission headed by retired U.S. Gen. James Jones attributed the decrease in violence to areas being overrun by either Shiites or Sunnis. The issue now figures in the U.S. presidential race, with Republican presidential candidate John McCain defending the surge and Democratic hopeful Barack Obama having been critical of it.

Reasoning that an increase in power usage would represent an objective measure of stability in the city, Agnew and Gillespie led a team of UCLA undergraduate and graduate students in political science and geography that pored over publicly available night imagery captured by a weather satellite flown by the U.S. Air Force for the Department of Defense.

Orbiting 516 miles above the Earth, Satellite F16 of the Defense Meteorological Satellite Program, Operational Linescan System (DMSP/OLS) contains infrared sensors that calculate, among other things, the amount of light given off in 1.75-square-mile areas. Using geo-referenced coordinates, the team overlaid the infrared reading on a preexisting satellite map of daytime Iraq created by NASA's Landsat mapping program. The researchers then looked at the sectarian makeup in the 10 security districts for which the DMSP satellite took readings on four exceptionally clear nights between March 20, 2006, when the surge had not yet begun, and Dec. 16, 2007, when the surge had ended.

Lights dimmed in those neighborhoods that Gen. Jones pointed to as having experienced ethno-sectarian violence and neighborhood ethnic cleansing in his "Report of the Independent Commission on the Security Forces of Iraq."

"The surge really seems to have been a case of closing the stable door after the horse has bolted," Agnew said.

Long-term obstacles to meeting Baghdad's power needs may have contributed to the decrease in night lights in the city's southwestern parts, the researchers acknowledge. But Baghdad's shaky power supply does not fully account for the effect, they contend, citing independent research showing that decaying and poorly maintained power plants and infrastructure were meeting less than 10 hours of Baghdad's power needs prior to the fall of Saddam Hussein.

"This was the part of the city that had the best sources of connection and the most affluent population, so they could actually generate power themselves, and they were in the habit of doing so well before the U.S. invasion," said Agnew, the president of the American Association of Geographers, the field's leading professional organization. "But we saw no evidence of a widespread continuation of this practice."

In addition to casting doubt on the efficacy of the surge in general, the study calls into question the success of a specific strategy of the surge, namely separating neighborhoods of rival sectarian groups by erecting concrete blast walls between them. The differences in light signatures had already started to appear by the time American troops began erecting the walls under Gen. Petraeus's direction, the researchers found.

"The U.S. military was sealing off neighborhoods that were no longer really active ribbons of violence, largely because the Shiites were victorious in killing large numbers of Sunnis or driving them out of the city all together," Agnew said. "The large portion of the refugees from Iraq who went during this period to Jordan and Syria are from these neighborhoods."

Previous research has used satellite imagery of night-light saturation to measure changes in the distribution of populations in a given area, but the UCLA project is believed to be the first to study population losses and migration due to sectarian violence. The outgrowth of an undergraduate course in the use of remote sensing technologies in the environment, the UCLA project was inspired by a desire to bring empirical evidence to a long-running debate.

"We had no axe to grind," said Agnew. "We were very open. If we had found that the situation was different, we would've reported it. Our main goal was to bring fairly objective and unobtrusive measures to a particularly contentious issue."

The Guardian's Ghaith Abdul-Ahad went back to Baghdad to see the effects of last year's troop escalation ("surge"). He argues that the US military's blast walls and forcible division of the city into isolated micro-neighborhoods are the cause of the reduction in deaths, not extra troops.

Who's Really Running Iraq?


Home Truths You'll Never Read in the Press

American politicians and journalists have repeatedly made the same mistake in Iraq over the past five years. This is to assume that the US is far more in control of events in the country than has ever truly been the case. This was true after the fall of Saddam Hussein when President Bush and his viceroy in Baghdad Paul Bremer believed that what Iraqis thought and did could safely be ignored. Within months guerrilla war against American forces was raging across central Iraq.

The ability of America to make unilateral decisions in Iraq is diminishing by the month, but the White House was still horrified to hear the Iraqi prime minister Nouri al-Maliki appearing to endorse Barack Obama’s plan for the withdrawal of American combat troops over 16 months. This cut the ground from under the feet of John McCain who has repeatedly declared that ‘victory’ is at last within America’s grasp because of the great achievements of ‘the Surge’, the American reinforcements sent to Iraq in 2007 to regain control of Baghdad.

The success of ‘the Surge’ is becoming almost received wisdom in the US. This is strange since, if the US strategy did win such an important victory, why do America generals need more soldiers, currently 147,000 of them, in Iraq than they did before ‘the Surge’ started? But belief in this so-called victory is in keeping with the American tradition of seeing everything that happens in Iraq as being the result of actions by the US alone. The complex political landscape of Iraq is ignored. US commentators have never quite taken on board that there are not one but three wars being fought out in the country since 2003: the first is the war of resistance against the American occupation by insurgents from the Sunni Arab community. The second is the battle between the Sunni and Shia communities as to who should rule the Iraqi state in succession to Saddam Hussein. The third conflict is a proxy war between the US and Iran to decide who should be the predominant foreign power in Iraq. The real, though exaggerated, fall in violence in Iraq over the last year is a consequence of developments in all three of these wars, but they do not necessarily have much to do with ‘the Surge’.

The reduction in violence is in any case only in comparison to the bloodbath of 2005-7 when Baghdad and central Iraq was ravaged by a sectarian civil war. There were 554 Iraqis killed in the fighting in June 2008, which is only a third of the figure for the same month a year earlier. This is progress, but it still makes Baghdad the most dangerous city in the world. Asked on television about the security situation, Iraqis often respond that ‘things are getting better’ and so they undoubtedly are, but people usually mean that things are better than the terror of two years ago. Foreign television correspondents laud the improved security in the Iraqi capital and are pictured apparently strolling down a peaceful and busy street. What the television viewer does not see are the armed guards standing behind the cameraman, without whom the correspondents would not dare set foot outside their heavily guarded offices.

I do drive around Baghdad without armed guards and have always done so. But I sit in the back of a car with an Arabic newspaper and a jacket or shirt on a hanger masking the window next to me. I have a second car behind me in contact with us by field radios to make sure that we are not being followed. It is true that security is better, but this can be overstated. Each district iin Baghdad is sealed off by concrete walls. There are checkpoints every few hundred yards. Sunni and Shia do not visit each other areas unless they have to. The best barometer for the real state of security in Baghdad is the attitude of Iraqi refugees, particularly the 2.4 million people who fled to Jordan and Syria. Though often living in miserable conditions and with their money running out, the refugees are generally not coming home to Iraq and, when they do, they seldom return to houses from which they have been forced to flee. If they do try to do so the results are often fatal. Baghdad has few mixed areas left and today is 75-80 per cent a Shia city. The demographic balance in the capital has shifted against the Sunni and this is unlikely to change. The battle for Baghdad was won by the Shia and was ending even before ‘the Surge’ began in February 2007.

It was the outcome of the struggle for the capital that caused a large part of the anti-American resistance to make a dramatic change of sides, switching suddenly from fighting to supporting US troops. The attempt by al-Qa’ida in Iraq to take over the whole of the anti-occupation resistance in late 2006 was important in forcing other insurgent groups to ally themselves with the US as al-Sahwa or the Awakening movement. But perhaps a more important reason for the rise of al-Sahwa was that there was no point in the Sunni insurgents attacking the Americans if they were being driven from Iraq by the Shia. There are now some 90,000 former Sunni resistance fighters on the American payroll, but they happily express open hatred and contempt for the Iraqi government. Sectarian divisions in the country remain very deep. In the Fallujah area, for instance, it is very dangerous for either the Sunni chief of police or the al-Sahwa commander (they are brothers) to enter Baghdad. This is because Abu Ghraib at the entrance to the city is controlled by the much-feared and heavily-Shia al-Muthana Brigade, who might kill either of them on sight.

Another reason why violence has fallen in Iraq over the last eighteen months has little to do with ‘the Surge’, but is the consequence of the Shia militiamen of the Mehdi Army being stood down by its leader Muqtada al-Sadr. The one constant theme in his strategy, ever since he fought the US Marines in Najaf in 2004, has been to avoid direct military conflict with the US armed forces or his Shia rivals when backed by US firepower. This was true at the start of ‘the Surge’ in February 2007 and Muqtada has sought truces and ceasefires ever since. He did so after fighting with the Iraqi police in Kerbala in August 2007 and he renewed the truce six months later. In March this year the Iraqi army launched a military offensive to take Basra from the Mehdi Army, an attack which at first failed to make headway until backed by US airpower. But in Basra and later in Sadr City in Baghdad, Muqtada agreed to ceasefires which allowed his former bastions to be taken over by the Iraqi army. Muqtada did not fight because he knew his men must lose at the end of the day. For a military confrontation with the Iraqi army and the US he would need the support of Iran and this was not forthcoming.

McCain and other American politicians who believe that ‘the Surge’ has brought them close to victory, seldom understand the role Iran has played in Iraq in the last two years. Paradoxically, Iran and the US together are the two main supporters of the present Iraqi government. For Iran, Nouri al-Maliki in power in Baghdad leading a coalition of Shia religious parties allied to the Kurds is as good as it is going to get. The Iranians may vie with the US for influence over this government, but both want it to stay in power. “People fail to realise that the success of ‘the Surge’ was the result of a tacit agreement between the US and Iran,” one Iraqi leader told me. “There really is an Iranian-American condominium ruling Iraq these days,” said another.

Suppose McCain is elected US president in November and acts as if the US is the only decision maker in Iraq then he will face a renewed war. Iraqis will not accept the occupation continuing indefinitely and Iran will not allow itself to be marginalized. If McCain were to try to win a military victory in Iraq he could find the supposed achievements of ‘the Surge’ rapidly evaporating.

The Surge Has Worked? Right.


In Vietnam they called it 'escalation'

Back in the good old days of the Vietnam War General Westmoreland, Lyndon Johnson and Bob McNamara kept sending more troops into battle, calling it “escalation.” It was a term fraught with negative meaning, but capitalizing on the horrible public relations experience of that war, George Bush has since hired PR experts who have given it a new name, i.e., “surge.” It sounds much better, and despite the horrors of what’s happening in Iraq, Bush and his political clone, John McCain, are chanting the mantra, “the surge is working,” meaning the escalation is working. Sen. McCain has come out for victory and against surrender in Iraq.

What Sen. McCain means by “the surge is working,” is that he sees America as winning the war in Iraq and that we shouldn’t stop what we are doing in order to finalize the victory there. Aside from never explaining what he means by “winning the war” he also hints that American casualties are way down because of the escalation. That chorus is intended to help him win the Presidency this fall.

In January of 2007, when Bush first announced his escalation, U.S. troop levels were at 132,000. By then the government had counted 3044 dead Americans. Iraqi civilian deaths continued to mount.

By March, 2007, U.S. troop strength reached 152,000. On March 27, 2008, Sen. John McCain told CNN’s Wolf Blitzer that “General Petraeus goes out there every day in an unarmed humvee . . .” But he later acknowledged that there is no such thing as an unarmored humvee.

In April, 2007, U.S. troop levels reached 150,000 soldiers, and in June, 2008, the American command acknowledged that they were arming and passing money to Sunni Tribes formerly allied with Al-Qaeda, who, after the money was passed, have promised to fight their former allies alongside their former enemies— the U.S.

In September, 2007, U.S. troop strength reached 168,000, a time when Gen. Petraeus told Congress that the escalation had largely met its military goals. By October of 2007, U.S. military casualties had dropped to levels that were lower than any before it. For example, in October, 37 U.S. soldiers died from combat; in November, 35 died, and in December, 2007, 23 died. From January, 2008, through July, 2008, the U.S. lost 215 American soldiers to combat. That, obviously, is relatively a good thing, compared to the earlier much heavier losses.

No Americans lost would be my preference, which would have been the case had Bush not lied in 2003, and had not invaded Iraq that year.

But what neither McCain nor Bush are adding to the “surge is working” mantra is a series of factors that more accurately explain the drop in casualties, a drop that has little or nothing to do with the escalation. The drop in casualty rates in fact coincided with the near completion of the ethnic cleansing of Sunnis that the Shiite militias had undertaken in Baghdad. In effect, the Sunni minority already had either been killed, or they had fled to other parts of Iraq, or had fled to Syria and to Jordan to save themselves and their families. Syria now has about 1.5 million Iraqis who are refugees from the killing fields in Iraq, and Jordan has about 750,000 of such refugees. (As opposed to less than a thousand Iraqi refugees who have been admitted to the United States).

To simplify the equation, there were very few Sunnis remaining to be killed who were within reach of the Shiite militias.

Adding to this milestone was the outright U.S. bribery of Sunni tribesmen in western Iraq, many of whom once had been allied with Al-Qaeda, and who made up the bulk of the insurgency, but who are now fighting alongside the Americans. The bribing of Sunnis started in 2006 by a fellow named Col. McFarland, and not in 2007 under Petraeus. It continued under Petraeus.

The result of this positive change in strategy has been to drive Al-Qaeda sympathizers into remote corners of Iraq, and away from where U.S. troop strength is concentrated.

While it has fortunately brought down American casualties, bribing these former enemies is itself a danger. No one knows what will happen should someone else come along and offer them more money. The danger is that they may not stay bribed and they may turn on Americans again with the weapons General Petraeus has given them. But hopefully they will stay bribed, and that would also be a good thing. One wishes that General Westmoreland would have thought of that military strategy in Vietnam, provided, that is, only if the Communists were capable of being bribed.

The third factor accounting for the drop in U.S. deaths is the cease-fire called by Moktada Al-Sadr, which has been of great help in saving American lives. One must suppose that the cease fire came about because of the departure of Sunnis from Baghdad—people who were the targets of Al-Sadr’s militia.

Far be it for me to accuse politicians of using wars and casualties to advance themselves politically, but in short, Mr. Bush and Sen. McCain have manufactured the modern myth that escalating troop strength was the correct formula for Iraq, thus giving McCain the words to his song of “Obama was wrong.” In fact, Obama is wrong on a lot of issues, but he was right when he opposed the Iraq War [though he has continued to vote the money to pay for it] and he was not wrong on the escalation.

McCain, however, has tried to turn his deadly mistake of supporting the Iraq War to his advantage by trumpeting that his policy decision has brought down American casualties. But what neither Obama nor McCain are talking about is the 32,000 wounded and maimed Americans, nor do they mention the several hundred thousand Iraqis who have died as a result of Bush’s invasion and who would be alive today had Bush not invaded. It’s as though those dead Iraqis never existed. Supporters of the Iraq war are unable so see the wreckage of Iraqi lives caused by George W. Bush, the former fraternity boy, who has left to someone else the cleaning up of the terrible mess he’s made.

The suffering of the tens of thousands of Iraqis and the killing of hundreds of thousands more is an invisible thing, invisible because of the silence of the mainstream American press as well as the silence of the politicians. That silence, that arrogance, and that refusal to see what has been done to Iraq and to the Middle East allows those people to argue for continuing a debilitating war until we reach some vague “victory,” where someone else suffers, but not them.

Surge Amnesia : The Media's Newest Affliction

They're swallowing this nonsense whole

John McCain, aided and abetted by his loving protectors in the media, is running a victory lap on Iraq. To hear them tell it, the surge has "worked" -- indeed, it has been a huge success -- and this, like a last second Hail Mary pass, has vindicated the entire disastrous Iraq misadventure.

Buoyed by a reduction in violence in Iraq, war supporters are crawling out from the shadows and beating their chests.

"I am proud of the decision of this administration to overthrow Saddam Hussein," Condi Rice told Judy Woodruff last week. This echoed the comments of her boss, who crowed at a GOP awards dinner at the end of June: "The decision to remove Saddam Hussein was the right decision at the time, and it is the right decision today." Bush even felt emboldened to dust off blast from the past and claim: "Democracy is taking root where a tyrant once ruled."

And the media -- and even a number of Democrats -- are swallowing this triumphalist nonsense whole, and washing it down with a pitcher of revisionist Kool-Aid. The result: a collective case of political amnesia. Everyone seems more than happy to forget what the president's own stated goal for the surge was: to create "the breathing space [the Iraqi government] needs to make progress in other critical areas."

But here we are, 18 months later, and McCain and the GOP are being allowed to change the goal. And, surprise, surprise, the retroactive goal they've chosen is remarkably similar to the current situation in Iraq: violence is down while the "progress in other critical areas" is sorely lagging.

So, even though Bush originally claimed that "a successful strategy for Iraq goes beyond military operations," the surge is now being judged exclusively on the success of "military operations." And since that's what the surge is all about, the surge is working. And since the surge is working, maybe we need to rethink this whole idea of ending the war, right?

Using Bush-McCain logic, since the surge has succeeded in reducing violence, there is no need for us to leave. Indeed, we can stay forever.

But here's the thing: while McCain and the Republicans may have been able to win the PR war among the American media, there is still that nagging problem of the lack of reconciliation among the warring factions in Iraq.

Last month's GAO report offered chapter and verse on all the ways the Iraqis have failed to reach the benchmarks that were the actual goals of the surge (see HuffPoster Mitchell Bard's comprehensive breakdown of the report).

And a ceremony held in Baghdad this weekend spoke volumes about the actual state of affairs in Iraq. The event, organized by an expert in conflict resolution, was held to announce the signing of a non-binding agreement reached by representatives from a wide range of Iraq's sectarian and ethnic factions, and hammered out during a series of secret meetings in Helsinki over the last year.

Although Iraq's Minister of Reconciliation said the agreement "has the potential to bring Iraqi political parties together in common cause in a way no endeavor has," coverage of the event leaves a distinctly different impression.

According to the New York Times, there were complaints that representatives of the Maliki government "seemed more intent on declaring the talks a success than in continuing to discuss significant disagreements." "When we came here," said a secular Sunni politician quoted in the Times," Maliki refused to talk about anything, just to have a meeting and a celebration."

"They can hug each other, and kiss each other, but they still don't agree," Joost Hiltermann of the International Crisis Group told the Boston Globe.

"You still have a dominant Shiite power structure that doesn't want to cede any power," said Kenneth Katzman, a Middle East specialist at the Congressional Research Service. "Then you have Sunnis who are committed to overturn their humiliations. The fundamental dynamics have not changed."

The Globe suggested the most important aspect of the agreement was the fact that it was "announced at the Al Rashid Hotel in Baghdad, marking the first time that participants in the effort have felt safe enough to gather inside their own country," then pointed out that the level of security required to attend the ceremony -- "including walls around segregated neighborhoods and eight checkpoints to enter the Green Zone" -- serves as "a grim reminder of how far Iraq has to go."

No surprise then that, according to the Times, experts think real reconciliation in Iraq could take decades.

And this is the good news out of Iraq.

As we continue on the long, hard slog until Election Day, John McCain and his supporters are going to claim again and again that the surge has worked. And it looks like the media are going to let that patently false assertion go unchecked. Which is pretty much how the war got started in the first place. So it is up to Obama, the Democrats, and all of us, to insist on holding the advocates of the surge to its original goal.

And while we are at it, we should also hold them to the original justification for the war itself.

Despite the revisionist re-writes, we didn't go to war because we were committed to demonstrating that America could unleash violence in Iraq and then, five years later, curb it through the use of reinforcements. We went to war because we were told Iraq posed a grave and imminent threat to our national security and, secondarily, as a means of fomenting democracy throughout the Middle East.

Of course, the "imminent threat" turned out to be non-existent, and our presence in Iraq has strengthened the hand of every bad actor in the region: al Qaeda is safe and adding recruits, Hamas has come to power in Palestine, Hezbollah has reasserted itself in Lebanon, and Iran has become the strongest player in Iraq. Meanwhile, the reduction in casualties in Iraq is starting to be offset by increased casualties in Afghanistan -- once again showing the fatal ignorance of stealing from Peter to stop-loss Paul and keep him in Iraq.

So, tell me again: how is the surge working?
